To be honest, the divide is not so clear between them though. Experimentalists require theoretical understanding to perform their experiments. Theorists require knowledge of experiments to guide their theory and to know what is physically possible to measure. Experimental and theoretical physics are complementary and taken alone are not of great value as becoming pure phenomenology and academic speculations only. Theoretical physicists develop mathematical models that both agree with existing experiments and successfully predict future results, while experimentalists devise and perform experiments to test theoretical predictions and explore new phenomena.
